When I plug my modeler into the Line In I basically have to crank the volume way past half way to get anywhere close to a useable level. Is this the normal behavior? Since that will not work for me I use the Effect Return instead and then I am able to use the volume knob as normal which means my drummer winces a bit when the volume is at 1 o’clock. Of course this means I can’t use the PS-2’s Effects Loop for any of my favorite effect pedals which I paid good money for so I want to use them.

The root cause is the modeller is not sending enough signal; maybe it is set to instrument level out? Or continue using your setup and just put the pedals in the FX return (after PS-2 and before modeller).
So this is not the expected behavior then? The Nano Cortex has TRS OUTPUTS, but I can’t find anywhere in the literature if they are line level or instrument level. All I can find is that they are +10dBu unbalanced or +16dBu balanced. Would a TRS cable make difference?

The PS-2 Line In is unbalanced (tip and sleeve only). Connect the Line Out from the Nano Cortex to the Line In on the PS-2. Now in the Nano Cortex, you need to increase the level. The +10 dBu indicates the hardware has more than enough headroom to drive the PS-2. I am not familiar with the Nano Cortext, but the problem is at its side. In your setup it is simply not sending enough signal. This could be a bad cable, a bad connection, or a software issue with the Cortex sending a low level; it could be an incorrectly wired cable and phase cancellation issues with the tip and ring. Ensure you use only mono cables that you know work.
