I have a Kingsley pre amp (hi power Tube) When I use it in the effects return of the ps-2a should I set the input level switch to HI?

Hi Sam and welcome to the forum!
It really depends on the voltage it is putting out. It will be line level and if it has quite a lot of level, yes, HI is the correct setting. But I recommend experimenting – you cannot break anything at these tiny power levels.

What is the preamp you are using, I could not find it on the website?
Kingsley. Maiden. And constable.
Each preamp for two separate ps2a.
OK, yes, these just have very simple inputs and outputs. Can’t see anything actually specifying their level in the docs.
I asked Simon, the builder of the preamps. He said typically they would go into the return of effects loop, due to the high output. That’s where I have them with the level switch on HI, on low the volume is too loud and not as controlled.
