This sound is coming from the device itself, not from speakers.
When in operate mode it gets louder but still its not so loud but it is noticeable sitting close to it. Please check the uploaded audio that I captured in operate mode. I tried moving my phone to find the best place I can capture it thats why it goes up and down in volume as its constantly coming from the device at the same volume. seems like a physical vibration or something?

I can hear a bit of hum in that clip, tell me if I didn’t listen closely enough! I would not worry about that. There are a lot of low frequency and audio frequency magnetic fields in a small package. It’s likely you are hearing the power supply. That’s normal.
Yes, that hum I’m talking about. OK cool. Since it’s a new device that’s got delivered to me just yesterday, I was wondering if everything is ok with it.
Also fan should be running all the time, right? (asking since on some devices fan starts just when it gets hot above certain temperature).
I checked again today, and it seems like the noise is coming from the tubes. I’m over 90% sure.
It’s loudest when the device is first turned on. For the first few minutes, the tubes glow brighter, and if I switch it to Operate mode during this time, the noise becomes louder. After a few minutes, as the tubes warm up and their glow dims slightly, the noise decreases a bit but still remains louder than when Operate mode is off. It stays at that level until I switch Operate mode off, which reduces the noise again, and then I power the device down.
Could this be an issue with the tubes? Or perhaps they’re loose or something?

It’s unlikely that the sound in your recording is coming directly from the tubes.
It seems that you are simply hearing activity in the unit that you would not normally hear in an amp head which would have a larger chassis surrounded by a wooden case and with no fan operating.
It seems doubtful that there is anything going on that you need to be concerned about.
Of course, if that changes or gets demonstrably worse, please let us know.
