I have two delay pedals: TC Flashback and Strymon Dig V1. The Strymon has an input level of +8dBu. The TC… not sure. I think it accepts up to +8 but is mostly for instrument level, I think. My question is whether it’s better to run the PS-2A’s loop level in the Hi or Lo position for each of these two pedals. Not running both pedals together, but just one or the other.

In general you want to have this set to HI if possible because you want to have the largest input signal that does not clip (this keeps your signal/noise ratio as large as possible). If that does not work for you and you hear clipping then set it to LO. 8dBu is about 2V RMS, this is easily handled by the PS-2A circuits.
I’m not sure I’m following. It’s not the PS2 being able to handle or not handle 8dBu that I’m worried about. It’s the pedals. The Strymon, for example, has a max INPUT level of 8dBu… It’s not sending 2v out. So if the PS2 is putting out a hi level when set to “Hi” I want to make sure my pedals can handle it. Unless I’m misunderstanding what you’re saying?
I just checked the user manual. It’s has line level input, and the power station FX is line-level too when HI is enabled. LO on the FX loop is intended for instrument-level signals.
