Power Load IR loud hiss in Headphones after unboxing?

I bought a Power Load IR off Vintage King - this was a demo unit but sold “like new.”

First, I tried the standard setup - plugging my amp head into AMP IN, and the OUT IR going from PL-IR to my Apollo interface via XLR. There’s a loud hiss sound present especially in the headphones, but also in the recorded audio in the DAW which seems to change at random (will disappear then come back). Amp was confirmed to be working using same speaker cable into a cab. Tried flipping the PL-IR ground lift.

To troubleshoot, I plugged headphones directly into the PL-IR headphone jack, unplugged all else, and heard a loud hiss/buzz. When I turned the IR Level up, the hiss breaks up slightly and is raised very slightly in volume, but when I lower the IR Level and all other levels down to zero, the hiss still exists significantly. In fact when I touch the unit with my hand, the frequency of the hiss changes slightly indicating a potential power issue.

Next, I plugged a guitar straight into the PL-IR Line In - I could hear the guitar through the headphones along with the hissing sound.

I think I’ve tried everything - changed outlets, different power conditioners, brand new cables - the root of the problem seems to be the Fryette unit itself (tried multiple headphones, multiple cables). The only thing I haven’t done is replace the flimsy power adapter it comes with (that ships tomorrow and I will test it + report back).
