Hello,if I am buying a “Fryette Valvulator GPDI” from Japan and it says - 100V (Fuse T1AA/250V).Would it be safe to use in Germany(where voltage is 230-250V)? I am just a bit confused.Thanks!

Unfortunately, the original GPDI does not have a universal main input. If you used that in EU it would damage the unit. You will need an external power transformer. I have used ones from Airlink Transformers in the past as was very happy with it (I had an original 60s Vibrochamp and needed voltage conversion from US to UK).
